The Town of Prosper took the opportunity to honor a young student who is suffering from a form of brain cancer. At last week’s council meeting, the council issued a proclamation declaring May 28 as Cooper Anderson Day in Prosper.
Mayor Ray Smith called Cooper Anderson and his parents to the front of the chambers as he read the proclamation. In early February, Anderson, 12, was diagnosed with a rare type of brain cancer called gliomatosis cevebri. He is a student at Rogers Middle School and is an active Boy Scout. When he grows up he wants to be like his father and become firefighter. His father is a firefighter in Plano.
At the beginning of the meeting, an invocation was given with a special emphasis on the family of Zelia Alvarez.
Alvarez, age 33, who lived in Westminster, Texas, passed away May 28 after an automobile accident. She served as the municipal court clerk for the Town of Prosper.
In other business:
n The council approved the consent agenda.
n The council held an election for the Mayor Pro Tem and Deputy Mayor Pro Tem. Council unanimously voted to elect Councilmember Miller as Mayor Pro Tem and Councilmember Dugger as Deputy Mayor Pro Tem.
n The council approved a bid to Quality Excavation, Ltd. and a Construction Services Contract Agreement between Quality Excavation, Ltd. The items were related to the construction services for improvements to Hays Road from Ridgewood Drive to Chandler Circle South.
Director of Public Works Frank Jaromin addressed Council with the particulars of this item and responded to questions. Council asked about the reliability of the contractor, and was assured that the contractor has acted in good faith in the past. A question was asked regarding the width of the new portion of the street and the disposition of plants and shrubs which exist near the right of way. After a brief discussion, Council voted unanimously to award the bid.
n The council approved a Park Improvement Fee Agreement between Forestar Group, Inc, and the Town, related to the park improvements in Lakes of Prosper.
Executive Director of Development and Community Services Hulon Webb made the staff presentation and outlined the proposed trails and park fees related to this item. After some discussion, Council approved the agreement unanimously.
n The council approved a Landscape Architectural and Engineering Design Services Agreement between Freese and Nichols, Inc., and the Town, related to the design of Cockrell Park,
Staff made the presentation and invited a representative from the design firm to assist with responses to questions. Council debated the wisdom of placing baseball and soccer fields directly under power lines. They also questioned the cost and feasibility of lights for a portion of the park. A question arose regarding the addition of restrooms.
Staff members told the council that more discussion and decisions could take place after the proposed layouts were submitted. Council voted unanimously to proceed with the agreement.
n The council agreed to submit an application to the Collin County Parks and Open Space Project Funding Assistance Program.
Staff requested authorization to proceed with the applications. After some questions regarding the number and frequency of grant requests, Council voted unanimously to approve this item.
n The council set dates to work on the fiscal year 2013-2014 budget. Council voted unanimously to hold a public hearing on Aug. 29.
Council voted to adjourn the meeting at 7:41 p.m. All members were present.
