She was born on Oct. 12, 1932 in Brownwood to Joseph and Olivia Spurlock. She married Billy Lee Peters on Jan. 6, 1949 in Brown County. They were married for 56 years, before his death in 2005.
She is survived by her son, Vic Peters and her daughter, Angela Wallace. She also leaves behind five grandchildren, nine great-grandchildren, and three fur-babies – Gidget, Ginger, and Penny.
She was preceded in death by her parents and stepfather; husband; two sisters; and a nephew.
Frances loved unconditionally and was known as “Mom” to many. Though a collector of cookbooks, she rarely needed them to create her special home-cooked meals. She found joy in using her artistic talents to help others. She was most proud of the wedding dresses for her girls, handcrafted dolls, and handmade items for troops and veterans. She will be dearly missed.
